AAORIA builds upon significant agreements previously established by member nations. These include the Galway Statement on Atlantic Ocean Cooperation, signed in 2013 by the European Union, the United States, and Canada, and the Belém Statement on Atlantic Ocean Research and Innovation Cooperation, which emerged in 2017 from the EU, Brazil, and South Africa. These frameworks laid the groundwork for a collaborative spirit focused on ocean research, but AAORIA takes it further by encompassing new members and initiatives, exemplified by the United Kingdom’s formal entry through its Department for Environment, Food & Rural Affairs in 2023.
Integral to AAORIA’s mission is its partnership with the Horizon Europe-funded OKEANO Coordination and Support Action (CSA). Coordinated by the Marine Institute in Ireland, OKEANO reinforces AAORIA’s objectives by enabling the execution of the All-Atlantic Declaration. With representation from 16 partner organizations, the OKEANO consortium ensures broad geographical coverage, essential for tackling the unique challenges faced by different regions across the Atlantic.
One of the principal ways AAORIA maintains momentum is through its annual Forum. This year’s Forum was held at the Canadian Museum of Nature in Ottawa from October 8 to 10, 2024. The event underscored the organization’s commitment to strengthening the All-Atlantic Ocean Research and Innovation Community by facilitating dialogue and collaboration on pressing marine issues. The inclusion of workshops focused on Coastal Resilience indicates a targeted approach toward the priority areas identified in the AAORIA framework.
Following the Forum, the High-Level Board of AAORIA issued a summary of the outcomes, providing insights into the progress made and challenges addressed during the event. The Marine Institute’s leadership role in these initiatives aligns closely with its strategic priority of “Delivering Impact Through Research & Innovation.” Such alignment not only demonstrates effective governance but also sets a clear agenda for future developments in marine research.
Building on the success of AAORIA, Ireland has taken significant steps toward enhancing its marine research capabilities through its upcoming national strategy, Ocean Knowledge 2030. This strategy aims to be a comprehensive marine research and innovation roadmap for the period 2025–2030. Under the Marine Institute’s coordination, it seeks to involve multiple governmental and non-governmental stakeholders to foster a unified approach to marine policy and research.
A well-defined research strategy is particularly vital for Ireland, given its extensive maritime domain, which presents both challenges and opportunities. The Ocean Knowledge 2030 strategy will focus on critical scientific and societal issues such as climate change, biodiversity loss, and sustainable economic development.
